Interview: Confusion and Delays Hit Youth Funding Submissions

Frans Koita, a consultant for DKL Africa Consultations CC, has raised concerns over the rollout of the National Youth Fund, citing confusion and delays affecting many applicants across the country. Koita, speaking from Walvis Bay, explained that submissions were intended to be made only at governor offices, a clarification that came just 24 to 48 hours before the deadline.

“The late announcement by the Minister of Finance left many young entrepreneurs uncertain about where and how to submit their applications,” Koita said. Calls from frustrated applicants seeking guidance were flooding his office, highlighting the lack of clear communication.

Koita noted further inconsistencies at regional offices. In Walvisbaai, for example, applicants were asked for additional documents, including voter cards and proof of residence, and officials were opening envelopes to check submissions—a practice not followed in other towns like Swakopmund. This led to many being turned away or forced to travel to the governor’s office to complete their submissions.

Despite these challenges, Koita emphasized the potential of towns like Walvisbaai, which he describes as one of the fastest-growing domestic economies, producing innovative entrepreneurs ready to contribute to the national economy.

The business expert urges authorities to streamline the submission process, enforce clear guidelines, and communicate effectively with applicants to ensure fairness and accessibility. “It should be a simple process—sealed envelopes, completed forms, and submission at the office,” he said, stressing that young entrepreneurs must not be hindered by bureaucratic confusion.

The total number of submissions from each region is expected to be released soon, providing further insight into participation levels and areas needing additional support.
