Social justice activist Shaun Gariseb has raised alarm over ongoing housing ownership issues in Katutura, urging residents to verify the status of their homes at the Deeds Office on Robert Mugabe Avenue. Gariseb particularly highlighted houses from the 1950s and 1960s that were originally allocated under lease agreements but later transferred through the municipality housing alienation scheme introduced in 1999. He explained that some houses were assigned to occupants who were not legally entitled, including tenants, relatives, or even unrelated individuals, often without the knowledge of the original owners.

“These issues are becoming more apparent, especially when deaths occur in families, and people realize that ownership of their homes does not legally belong to them,” Gariseb said. He emphasized the importance of residents taking proactive steps to ascertain the legal status of their properties, noting that misrepresentation and dishonest practices have left many in confusion.

Gariseb also criticized outdated housing models, such as the 1987 “built together” savings group scheme, which were meant to facilitate home ownership but now leave people without title deeds. He highlighted concerns with the Sheck Dwellers Federation, which receives annual funding of N$10 million from the Ministry of Urban Development. According to Gariseb, the federation has become more of a financial trap than a solution, forcing residents into debt while failing to secure clear ownership.

“People are asking for their sectional land tenure or title deeds before they pass on, but they remain disadvantaged because the system is not functioning as intended,” Gariseb said.

He confirmed that discussions have already begun with Minister of Urban Development James Sankwasa to address these challenges. Gariseb stressed that these issues are critical, as secure ownership not only ensures legal protection but also allows residents to leverage title deeds for other financial opportunities.

Gariseb concluded by reiterating his commitment to confronting these challenges head-on, emphasizing that reforming housing allocation and ownership systems is essential to protect residents’ rights and promote social justice in Katutura.
