GIPF Pension-Backed Home Loan Scheme expected to start on 12 January 2026

Qualifying members of the Government Institutions Pension Fund (GIPF) will be able to start claiming pension-backed home loans from 12 January 2026, after a four-month period of finalising all modalities.

This was announced by GIPF’s Chief Executive Officer (CEO), Martin Inkumbi, earlier this morning in a media statement.

This follows the signing of a Memorandum of Agreement (MoA) between the Office of the Prime Minister and GIPF, paving the way for the implementation of the Pension-Backed Home Loan Scheme (PBHLS).

The agreement was signed by Secretary to Cabinet, Emilia Mkusa, and Inkumbi.

Inkumbi explained that the PBHLS, enabled by the amended Pension Funds Act No. 24 of 1956 and GIPF Fund Rules, will allow qualifying members to borrow up to one-third of their pension benefit at a repayment rate of repo plus 2.5%.

The facility may be used for purchasing land or homes, for constructing new houses, or carrying out renovations in both proclaimed and unproclaimed areas nationwide.

“The commencement of the PBHLS will enable qualifying civil servants to secure residential properties and enjoy financial stability, knowing that they are providing a safe place for their families and future generations,” Mkusa said.

In addition to providing new financing options, the scheme will also allow members to transfer existing home loans from commercial banks or other financial institutions to the GIPF-backed scheme.
