Windhoek & NORED tariff hikes approved but suspended pending ECB compliance

The Electricity Control Board (ECB) has approved electricity tariff increases for the City of Windhoek and Northern Regional Electricity Distributor (NORED) for the 2025/26 financial year—3.9% for Windhoek and 4% for NORED—but their implementation has been suspended until both entities meet regulatory conditions, ECB CEO Robert Kahimise announced.

What’s holding things up?

The Windhoek municipality must submit audited financial statements for 2023/24, a detailed report on ring-fencing its Electricity Business Unit, and power quality and service reports. NORED, on the other hand, must provide its 2022/23 audited financials, auditor commitment to finalise 2023/24 audits, and quality-of-supply and service documentation. These measures are intended to reinforce transparency and compliance in line with Section 27 of the Electricity Act and ECB regulatory frameworks.

While Windhoek and NORED’s increases are suspended, other distributors will proceed with planned hikes:

• Erongo RED – 3.7%

• CENORED – 3.8% (Omaheke 0.75%)

• Oshakati Premier Electric – 3.5%

• NamPower Distribution – 1.7%

All are effective from 1 July for post-paid and 4 July for pre-paid customers. The ECB’s Kahimise has made clear that late or non-compliant tariff applications will no longer be tolerated. Utilities must submit on time to avoid revenue losses and disruption, especially for pre-paid customers.

If conditions remain unmet, Windhoek and NORED consumers will continue paying current rates, easing immediate financial strain.
