Zuma finally releases 'fees commission' report

South African president Jacob Zuma today released the long awaited Commission into the Feasibility of Fee-Free Higher Education and Training in South Africa report, otherwise known as the Heher report. 

The Commission found that there is currently no capacity for the state to provide free tertiary education to all students in the country, but according to Times Live one of the recommendations is that Technical and Vocational Education and Training in South Africa should be fee-free‚ and that stipends should also be made available to fully fund studies‚ as needed. The commission recommends that an amount of R50-billion from the surplus of the Unemployment Insurance Fund should be ring-fenced to help fund infrastructure development at TVET colleges. It further proposes improvements to curriculums and teaching standards at these institutions, stating that technically qualified‚ work ready graduates are worth investing in because of their potential benefit to the economy.
